Many
New Zealand families include a disabled person.
But if an immediate family member is not disabled then
there is a likely hood that a cousin, aunt, or nephew is
disabled and requires day to day supervision. By that I mean
the disabled person is dependent upon others for support. This
is the situation with my wife Sheryl, who suffers from
Resinual Schizophrenia - no motivation. She is solely
dependent upon the State for all her financial needs and is
dependent upon myself for her day to day care and in home
treatment.
Work and
Income NZ's primary purpose has been to save the government
money by disadvantaging the disadvantaged; by ensuring as many
persons as possible who require assistance over and above the
basic benefit - a sickness or invalid's benefit - are refused
the help needed to cope better with their disability.
Rarely
has Work and Income's cleverly designed ploys to deny sick and
disabled persons their legal and medical entitlements been
brought into the light of public observation and debate.
Newspapers are loathe to print cases in point - probably
because every page of the newspaper would be filled with
stories of Work and Income's appalling denial of assistance to
disabled people.
This
is evidenced by the many thousands of deserving people who,
through no fault of their own, are forced to live in a state
of paucity until they die. It
is an indictment on the New Zealand government which has
clearly given its approval to Work and Income NZ to employ all
sorts of trick-dickey stuff to ensure disabled persons remain
in poverty, and as a consequence they remain destitute,
unhappy, and almost none recover from their ailment.
It is a
fact that most disabled people who approach Work and Income
for assistance do not get their entitlements. Pam Corkery,
just after leaving parliament, said that the response from
Work and Income to a beneficiary's request for assistance was
similar to "walking through a
minefield." How true.
Most
people who approach Work and Income for assistance and are
knocked back for some reason will often never apply again.
They feel too humiliated or believe that they have done all
within their power to obtain help.
They
remain living in deficient dwelling's and unhealthy
circumstances because Work and Income NZ refused to give them
assistance. Often, the reason for refusing assistance is not
valid, but the beneficiary is unaware of this because he is
ignorant of those allowances and grants to which he is
entitled., and the criteria under which they are granted. The
money saved in this manner is given to WINZ employees by way
of bonus's. (where else could bonus money come from). No
wonder staff deny assistance to disabled persons at every
opportunity.
Government's
encourages this 'dog eat dog' culture. Darren Hughes, a 26
year old Labour Member of Parliament for Horowhenua, reflects
this attitude. The message I received from his secretary a
couple of weeks ago, and from Mr Hughes during two interviews,
was that legislation means nothing where
disability entitlements are concerned. Misleading statements,
diversionary tactics, in fact anything to ensure that
legislation which makes
provision for assistance; are not followed.
There is
ample provision in legislation to enable disabled persons to
live with dignity, comfort, security and happiness. However,
to ensure this does not become a reality for disabled persons
Work and Income bosses are constantly revising their coggery
and unwritten policies in order to deny assistance to the
disabled. For too long thousands of deserving people
have been refused essential financial help. Each passing day a
disabled person is 'thrown out' of a WINZ office without the
assistance he had hoped for, and which he should have
received.

above scripture would apply to almost all aspects of our
present life in respect of many political decisions and the
secret 'quiet word' given and shared amongst those in power so
that the great satanic influence of this Antichrist system
(anti person system) will come to fruition at an appointed
time.
A
time when men, woman and children all over the world will be
required to give allegiance to a New World Order.
Conceived
by Satan, the evil plans of the coming new world government
are even now being implemented. And will continue to be
carried out by unwitting politicians, organisations and the
'Christian' churches upon the ordinary bloke and his family.
Freedoms
as we know them today will be taken away. Obey the New world
Order or starve will be the order of the day. You may be
imprisoned or even put to death. “Take
the Mark or else” will be the command from those
who will rule the world.

Work
and Income NZ wasn't set up to assist needy persons, rather it
has been created for the primary purpose of denying as many
people as possible access to legislation which confirms their
financial entitlements.
To
this end staff are not discouraged from misleading an
applicant and, if necessary lie to a needy person who dares to
approach them for help. The word 'bludger' is the label Work
and Income staff attach to all who apply for assistance over
and above the meagre basic benefit.
From
the moment an applicant signs an application for further
assistance every conceivable obstacle is placed at the feet of
even the most needy to deter them from pursuing their lawful
entitlement.

The
Fielding branch of Work and Income NZ has a new girl on the
block. Jill Tait, (also known as Jill Topia) a Service Centre
Manager. She recently cancelled
an invalid beneficiary's transport-disability allowance
deemed as essential by the medical profession and ruled valid
by several Benefit Review Tribunal's. (Committees).
On
the 23rd of April 1998, it was determined by the Social
Security Appeal Authority that Sheryl, my wife, a 47 year old
(now 62) had lost her independent function due to Resinual
Schizophrenia (chronic lack of motivation) and was declared a
disabled person under 69C of the Social Security Act 1964.
The
Judge awarded Sheryl, 54kms a week travel costs to visit her
97 year old father who lived in Wellington. The Appeal
Authority also awarded her other transport disability costs.
This enabled her husband to provide and sustain in-home
treatment for his wife. (Although the allowable cost was 42
cents a km, Work and Income only paid 30% of that 42cents;
about 12.6 cents a km)
These
are the transport activities allowed by the Social Security
Appeal Authority.
a.
Transport to visit a relative or friend.
b.
Transport to a recreational facility.
c.
Transport to buy clothing.
d.
Transport (drives) for the purpose of relaxation.

e.
Transport to buy groceries.
f.
Transport to chemist.
Shortly
afterward, for economic reasons, we moved to the Horowhenua.
Our
sole income is the Married rate of invalids benefit, and we
had undergone annual Invalid Benefit reviews each year for the
next five years. Everything was fine. Sheryl was receiving the
treatment needed to keep her reasonably stable.
A
few months ago, Jill Tait (Jill Topia) the Feilding Service
Centre Manager, decided that she would take over as Case
Manager for the couple.
On
21 August last, Sheryl's Invalids Benefit was due for its
annual review. As usual her medical Practitioner stated on the
WINZ Disability Certificate that Transport
relating to her disabilities were still necessary and of
therapeutic value for Sheryl's disability of Resinual
Schizophrenia (no motivation).
It
was expected to be a mere formality that the
transport-disability costs would remain as in previous years.
However, Jill Tait, without warning, wrote to Sheryl on the 15
September 2004, to say that ALL her transport-disability
allowable costs were cancelled from that day. (other than
visits to her doctor)
Work
and Income NZ also thought it appropriate to over-rule another
judicial decision. This ruling allowed Sheryl $29 a month
toward Telecom's 'Favorite Places'
rental plan which enabled Sheryl to telephone her 103
year old father during off peak hours and talk with him for as
long as she liked. Now, Sheryl will be unable to telephone her
dad almost every night as she did before. Both will miss out
on the opportunity to speak to each other on a regular basis.
Sheryl
is aware that her father's time is running out, and is trying
to come to terms with the fact that she will no longer be able
to visit her centenarian dad as often as before - thanks to
the Service Centre Manager at Feilding Work and Income NZ.
Another
interesting aspect of this story is that Sheryl's current
renewal date was 21 August 2004. However, Work and Income New
Zealand waited until 15 September
before informing Sheryl that it had cancelled all her
transport-disability allowances needed for her treatment, and
Telecom's Favourite Places allowance without there being a
change of circumstances.
And
that the cancellations were to take effect on
15th September 04 - Sheryl's 60th
birthday.
